Click the blue circle to get started, the more circles the more upgrades you can get from the shop.
The reason the second circle does not take away your coins is because it disappears when you go to the shop.
Make sure to click on parts of the text in the shop or the buying system won't work.

I bought it, but I'm not getting any clicks per second whatsoever.
correction: it's slow enough that it seemed to not do anything (and was hidden by my subsequent manual clicking).
showing the timer for autoclick should help a lot with showing that it is functional.
